China Tobacco Machinery Group Meets on Future Operation

China Tobacco Machinery Group Co., Ltd. held a working session in Beijing on January 29-30 on planning for future operation on the basis of summing up operation in 2014, in which Director-General Ling Chengxing of the State Tobacco Monopoly Administration (STMA) gave important written instructions on business development.

Major tasks of the meeting were to earnestly study and implement the spirit of the 2015 national tobacco work conference, comprehensively sum up results of the work in 2014, check the working guidelines formed in exploration and practice over recent years, further deepen understanding and mastery of the law of development of the tobacco machinery manufacturing sector, and make planning for major work and tasks at the present and in a future period of time on the basis of research.

In his written instructions, Ling Chengxing pointed out that in 2014, Chinese tobacco machinery manufacturers, closely in accordance with the target task of "catching up with top transnational tobacco machinery manufacturers" set by the STMA, and with "capacity building" at the core, practically promoted the various work, making new progress in terms of combination of integrated innovation and independent innovation, service of the overall marketing system, production cooperation, lean management, etc.

In particular, a number of projects of scientific and technological research represented by the 8,000 cigarettes/per minute ZJ118 new-type cigarette rolling and tipping machine and the 600 packets/per minute ZB28 soft-packaging packing unit passed acceptance appraisal, and individualized products represented by slim cigarette equipment rapidly satisfied the demand of the tobacco industry for relevant equipment, which meant that Chinese tobacco machinery manufacturers relatively well fulfilled their duty of service support and guarantee in the year, according to Ling Chengxing.

Ling Chengxing emphasized in the written instructions that it is hoped that Chinese tobacco machinery manufacturers will, in 2015, make firm their great ambition of catching up with top transnational tobacco machinery manufacturers, grasp the law of development of home-manufactured tobacco machinery, promote capacity building in an in-depth way, and keep promoting the level of introduction, digestion and absorption for re-innovation and integrated innovation.

In this endeavor, Chinese tobacco machinery manufacturers shall emphasize negotiations on cooperation on the one hand, while paying particular attention to transformation and upgrading on the other hand; shall emphasize core manufacturing on the one hand, while paying particular attention to marketing service; and shall emphasize business management on the one hand, while paying particular attention to construction of the Communist Party conduct and of an honest and clean administration on the other hand, Ling Chengxing said.

He expressed the wish that Chinese tobacco machinery manufacturers will strive to realize a new great leap forward from "falling far behind as to be unable even to see the dust of the rider ahead" or "being too inferior to bear comparison" onto "being able to compete with others" and "keeping pace with them", in order to make new contribution to sustainable and healthy development of the tobacco industry of China.

The meeting emphasized that the working guideline with the "six core key points" as the theme will be a fundamental program observable in guiding full-scale launch of the work of tobacco machinery manufacturing at the present and in a future period of time.

The "six core key points" are: to take doing a good job of support and guarantee as a duty and mission; to take narrowing down the difference from top transnational tobacco machinery manufacturers in the level of research and development and catching up with them as a target and aspiration; to take adherence to seeking progress amid stability, strengthening driving by innovation and accelerating development on the basis of systemic transformation as a guiding ideology; to take focusing on capacity building and striving to upgrade capacity as a core basis; to take competition in products, catching up with top transnational tobacco machinery manufacturers in technology and overtaking them in service as a development path; and to take orientation toward the market, collective management, specialized division of duty, lean manufacturing, informatized support and systematic integration as an operation model.
