<strong>China: Qinhuangdao Tobacco Machinery Makes Arrangement for Priority Work</strong>

Qinhuangdao Tobacco Machinery Co., Ltd. – a leading Chinese tobacco machinery manufacturer in north China's Hebei Province – held on August 15 a meeting of the enterprise's top leaders, middle-level managers, assistant directors and leading managers at the relevant departments to make arrangement for priority work in the second half of 2014.

The meeting also analyzed the situation of production and operation in the January-July period, and once again made mobilization for production in the entire year of 2014.

The meeting conveyed the spirit of a recent biannual symposium held by China Tobacco Machinery Group Co., Ltd., with the focus on studying the important speech delivered at the symposium by Board of Directors Chairman Wang Jianfa of China Tobacco Machinery Group Co., Ltd.

In late July, China Tobacco Machinery Group Co., Ltd. held the biennial meeting, also known as the meeting of study by the central group of the Communist Party leadership group at China Tobacco Machinery Group Co., Ltd. Delivering the important speech at the symposium, Wang Jianfa made accurate judgment and penetrating analysis of the situation of development faced by the tobacco machinery manufacturing sector, and raised specific requirements for how all tobacco machinery manufacturing enterprises in China should take practical actions to deal with the current difficult situation.

At the August 15 meeting, Qinhuangdao Tobacco Machinery Co., Ltd. Board of Directors Chairman and General Manager Guo Dongqing delivered a speech titled "clearly understand the development situation, clarify the guideline on development, focus energy on capacity building, and step up readjustment in systemic transformation to comprehensively fulfill the various tasks for 2014".

In his speech, Guo Dongqing, on the basis of systematically conveying and accurately analyzing the speech of Wang Jianfa, analyzed the characteristics of production and operation of Qinhuangdao Tobacco Machinery Co., Ltd. in the January-July period, affirmed the achievements already made and pointed out the differences existing.

In accordance with the key topic of clarifying the development guideline, focusing energy on capacity building and stepping up readjustment in systemic transformation, and in light of the realities of production and operation of the enterprise, Guo Dongqing raised a package of specific requirements, and emphatically pointed out that efforts shall be made to thoroughly improve the work style, further strengthen execution capacity building, and go all out to develop the brand of "Qinhuangdao Tobacco Machinery".

In the speech, Guo Dongqing first of all analyzed the fulfillment of key production and operation targets for the January-July period, pointing out that from January to July, Qinhuangdao Tobacco Machinery maintained a favorable momentum of steady development, which indicates that the management of the enterprise has been further strengthened, that remarkable achievements have been made in cooperation with Hauni of Germany, that the efficiency of production has improved to some extent, and that the various work arrangements made in the first half of the year have been effectively implemented.

"However, we must perceive that the production tasks for the second half of the year are nothing easy. There are uncertainties in implementation of production tasks for 2015. Therefore, we must clearly understand the situation, seize opportunities, and lay a fine foundation for the next year on the basis of comprehensively fulfilling the work tasks for this year," Guo Dongqing said.

In the speech, Guo Dongqing systematically conveyed and focally analyzed the spirit of Wang Jianfa's speech, pointing out: "We must open up room for thinking, widen new fields of service support guarantee, and do all we can to seek new methods and new contents of service support guarantee."

"In a future period of time, focusing on capacity building will become a leading approach for the work of tobacco machinery manufacturing," he emphasized.

Guo Dongqing required the entire workforce of the enterprise to undergo full-scale mobilization, practically well manage the work of readjustment in systemic transformation, and strengthen the role of service support guarantee and capacity building by defining it as the priority work for 2014 and in a future period of time, to ensure realization of sustained, stable and healthy development of the enterprise.

Firstly, efforts shall be made to earnestly organize the launch of a campaign to improve work style, primarily the work style of middle-level managers, in order to attain two goals – first, enhancement of the execution capacity, to ensure effective implementation of the various work plans of China Tobacco Machinery Group Co., Ltd. and Qinhuangdao Tobacco Machinery; and second, bringing about a remarkable change of the work style of the entire enterprise for the better through improvement of the work style of middle-level managers.

And secondly, efforts shall be made to deepen reform of the enterprise, focus on capacity building, and step up systemic transformation and development.

Guo Dongqing said: "We must accurately grasp the new situation of the macro economy and the market-oriented systemic transformation and development of the tobacco machinery manufacturing sector, actively deepen reform of the enterprise, practically narrow down differences in keeping with capacity building, and strive to catch up with leading tobacco machinery manufacturers. We need to adopt multiple measures to practically strengthen marketing capacity building, exert great efforts on implementation, and practically strengthen research and development capacity building."

"Breakthrough shall be made at key points, to practically strengthen production and manufacturing capacity building. Importance shall be attached to cost, to practically strengthen profit-making capacity building of the enterprise. Mechanisms shall be improved. Human resources development shall be strengthened. The comprehensive capacity of the enterprise shall be practically promoted," he said.

In the speech, Guo Dongqing explicitly put forward the work guideline of exerting all efforts to develop the independent brand of "Qinhuangdao Tobacco Machinery", saying: "We must adhere to the policy of two-track approach – while actively promoting cooperation with partners on a full scale, striving to develop the independent brand of 'Qinhuangdao Tobacco Machinery'. This requires us to further step up promotion and consolidation of product quality, on the basis of full-scale cooperation to accelerate promotion of the level of innovation."

Guo Dongqing pointed out: "We have the advantages in developing the independent brand of 'Qinhuangdao Tobacco Machinery', which mainly lie in the equipment, management, product quality and human resources development of the enterprise. What is more important is that we have powerful support from the State Tobacco Monopoly Administration and China Tobacco Machinery Group Co., Ltd., and also extensive trust from users within the tobacco industry. However, there still exist obvious insufficiencies and differences, which are manifested in the following forms: First, the level of management is far from being satisfactory. Second, the problem of low efficiency caused by incompetence of the execution capacity is still in existence to different extents. Third, although the overall quality of the entire machinery has been promoted by means of strengthening process quality control, the requirement for 'making perfection more perfect' has not been well implemented. And fourth, there have been no unified standards governing the quality of tobacco machinery produced in joint-venture operations and tobacco machinery produced solely by ourselves. Therefore, we must become determined to solve these problems by means of a shift of conceptions, independent efforts, systemic improvement, management promotion and furnishing of new equipment, in exerting all efforts to develop the independent brand of 'Qinhuangdao Tobacco Machinery'."

Guo Dongqing said: "While developing our independent brands, we shall also, more significantly, adopt active measures and show an earnest attitude in strengthening comprehensive cooperation with Hauni of Germany. It is essential to gradually promote application of the technologies and management know-how that Hauni has transferred to us throughout the enterprise."

In the speech, Guo Dongqing finally pointed out: "There are merely more than four months before the end of the year. Our workload is still very heavy. There are still quite many difficulties and uncertainties. More efforts by the entire workforce are needed for fulfilling the marketing tasks for the whole of 2014."　Enditem
