China: Paper-Process Tobacco Sheet Production Project Passes Inspection

The 250-million-yuan (36 million U.S. dollar) paper-process tobacco sheet production project installed at Henan Provincial China Tobacco Industry Corporation in central China's Henan Province has recently passed stringent inspection for technical acceptance by a panel of experts and officials, upon completion of all work of construction of the project that started in 2007.

On April 28, the Development Planning Department of the State Tobacco Monopoly Administration (STMA) held a ceremony in Xuchang City of Henan Province - home to the newly built paper-process tobacco sheet production project - to inaugurate the project, officially known as the Tobacco Sheet Co., Ltd. of the Tobacco Industry of Henan Province. At the ceremony, the panel of experts and officials heard reports on completion of all work of construction of the Tobacco Sheet Co., Ltd. of the Tobacco Industry of Henan Province, reports on trial operation of the project, and summary reports filed by the designing, construction, supervision and auditing institutions concerned. In carrying out inspection of the project for technical acceptance, the panel of experts and officials was divided into a comprehensive inspection group and a technological group to go deep into the company to conduct on-site verification. On the basis of appraisal and review, the panel of experts and officials agreed that the tobacco sheet production project of Henan Province meets the general requirements of the official reply made by the STMA, that the production capacity and all economic indexes of the project meet the designing requirements, that it is bound to generate favorable results of investment, that the completion of construction of the project means a positive development in the application and progression of the paper-process tobacco reconstitution technology in China, and that it has contributed to providing a package of effective technological means for Henan Provincial China Tobacco Industry Corporation to improve its cigarette blending formulas, increase the core competitiveness of its products of Chinese-style cigarettes and promote reform of the structure of its cigarette products toward lower content of tar and higher quality. As a result, the panel of experts and officials reached a consensus that the tobacco sheet production project of Henan Province has passed the inspection for technical acceptance, and granted a certificate of technical acceptance to the company. The newly build Tobacco Sheet Co., Ltd. of the Tobacco Industry of Henan Province has a designed annual production capacity of 10,000 tons of tobacco sheets. Enditem
