STMA Meets on Development of Tobacco Machinery Industry

The State Tobacco Monopoly Administration (STMA) - the regulator of China's tobacco industry - held a working conference on development of China's tobacco machinery industry in Beijing on March 2-3, in which STMA Director-General Jiang Chengkang called for full-scale efforts to strengthen development of the domestic tobacco machinery industry. STMA Deputy Director-General Li Keming also attended the meeting and delivered a work report. Wang Chongguan, Board of Directors chairman and general manager of China National Tobacco machinery Group, presided over the meeting. The STMA attached great importance to the meeting. In a keynote address to the meeting, Jiang pointed out that the main targets and tasks of development of the domestic tobacco machinery industry are to give full play to the leading role of homemade tobacco machinery in the technological equipment of China's tobacco industry, to consolidate the principal status of homemade tobacco machinery, to enhance the independent innovation capacity of China's tobacco machinery industry, to promote the provision of service by China's tobacco machinery industry to a higher level, to enhance its comprehensive mutual compatibility capacity, to strive to enable it reach the world's highest level of tobacco machinery manufacturing, and to provide powerful technological equipment support and guarantee for the drive to promote cigarette production in China to a higher level. In order to fulfill these targets and tasks, it is imperative to adhere to the policy of focusing energy on the execution of major exclusive projects, keep strengthening the independent innovation capacity of China's tobacco machinery industry, adhere to the policy of strengthening management as a basic approach for development promotion, keep enhancing the comprehensive guarantee capacity of China's tobacco machinery industry, stick to the policy of deepening reform as a driving force, and keep increasing the efficiency of distribution of resources of China's tobacco machinery industry, according to Jiang. The STMA chief emphasized that the tobacco industry of China, particularly cigarette-making enterprises, should build up confidence in the development of China's tobacco machinery industry, continue increasing investment in its development, create a more favorable development environment for it, and manage to keep promoting its development to higher levels. In his work report tiled "Intensification of Efforts to Greatly Promote Development of China's Tobacco Machinery Industry and Striving to Provide Technological Equipment Support and Guarantee for Promoting Cigarette Production in China to Higher Level", Li Keming emphasized that in promotion of development of China's tobacco machinery industry in the 2011-2015 five-year period, it is essential to highlight the guiding principle of realizing automation in the development of tobacco machinery in China; focus energy on executing the major exclusive project of developing new leaf tobacco cutting lines for making Chinese-style cigarettes and the major exclusive project of developing ultra-high speed cigarette making units; promote construction of exclusive bases for manufacturing tobacco machinery, technological centers for developing tobacco machinery, and centers for procurement of spare parts and components of tobacco machinery and for service provision to this effect; and strive to strengthen technological cooperation, the provision of service for tobacco machinery application, management of equipment and regulation over management.
