Japan's ruling Liberal Democratic Party has not included a tobacco tax hike in a preliminary tax reform draft for fiscal 2013 proposed Tuesday to the party's tax panel, the Yomiuri Shimbun reported in its Tuesday evening edition.

The tax draft said lower consumption tax rates on food and other items will be considered over the long term, while a tax on the use of golf courses will continue to be implemented. Enditem
