China: Manufacturing Park of Changde City Tobacco Industry Takes Initial Shape

Changde Tobacco Machinery Co., Ltd. in south central China's Hunan Province completed on November 17 the work of early-stage preparation for the construction of its project of technological transformation of the ultrahigh speed and high speed cigarette making units and the enlargement of the site of the company, and will start the construction of the principal building in the manufacturing park soon.

So far, there has been smooth progress in the construction of the four projects in the manufacturing park. As a result, the first 100-billion-yuan (16-billion –U.S.-dollar) manufacturing park of the tobacco industry of Changde City has taken its initial shape.

In 2011, the State Tobacco Monopoly Administration (STMA) approved the project of relocation and technological transformation of Changde City tobacco industry. On May 16, 2012, the cornerstone was laid for the start of construction of the project, which has brought about new room and new opportunities for future development and expansion of the tobacco industry of Changde City.

With the execution of the project as a core, the tobacco industry of Changde City is striving to reform its manufacturing resources, promoting gradual concentration of the tobacco manufacturing enterprises in Changde City, and actively developing support industries in the city, in order that the annual production capacity of Furongwang brand cigarettes will reach 1.8 million cases (90 billion cigarettes) or higher by the year 2015, and that the annual income of the tobacco industry of Changde will top 110 billion yuan (17.5 billion U.S. dollars) by the year. By then, the manufacturing park will have become the first 100-billion-yuan (16-billion –U.S.-dollar) industrial leader in Changde City, which will eventually lead to the formation of a complete range of infrastructure facilities of the tobacco industry of Changde City led by Changde Cigarette Factory and with the participation of Changde Tobacco machinery Co., Ltd., Jinpeng Printing, Furongdaya, Jinde Laser, etc, and lead to the establishment of the manufacturing park with complete service facilities.

There are four large or medium-sized project under construction in the manufacturing park – the project of relocation and technological transformation of the 2 million case (100 billion cigarette) Furongwang brand cigarette production line, the project of technological transformation of the ultrahigh speed and high speed cigarette making units and the enlargement of the site of the Changde Tobacco Machinery Co., Ltd., the project of technological transformation of the 800,000 case (40 billion cigarette) cigarette pack production line of Jinpeng Printing, and the project of relocation and technological transformation of Furong Leaf Tobacco Redrying Co., Ltd. Besides, there are plans for the construction of five other projects in the manufacturing park including Dujiarong Warehouse of Jinpeng Printing, which is expected to be executed in the 2011-2015 five-year period. The execution of three other projects including the second phase of the project of relocation and technological transformation of Furong Leaf Tobacco Redrying Co., Ltd. will become projects designed to further enlarge the manufacturing park in the long run.

According to opinions expressed at a symposium of the coordination taskforce of the tobacco industry of Changde City, there is a plan to divide the manufacturing park of the tobacco industry of Changde City into two zones – with the first zone including the new Changde Cigarette Factory, Changde Tobacco Machinery Co., Ltd., Jinpeng Printing, Furong Industries and a research and development center, and with the second zone south of the railway, east of the Jianhe River and west of Danxi Road reserved for the development and introduction of relevant support industries for the tobacco industry.  Enditem
