China: Hongta Group Holds Working Session of Material Supply Procurement Leadership Group

Hongta Group in southwest China's tobacco-producing Yunnan Province - a leading Chinese tobacco manufacturer - held a working session of its leadership group in charge of material supply procurement in Yuxi City of Yunnan on September 19, with the discussions focused on relevant instructions given by higher authorities and better fulfillment of the work of material supply procurement in a future period of time.

Presided over by Hongta Group Deputy CEO Zhang Jianhua, who doubles as the chief of the leadership group in charge of material supply procurement, the meeting was attended by leaders of the general accounting department, the disciplinary inspection and supervision office and the economic operation department of Hongta Group, leaders of the four subsidiaries of Hongta Group in Yunnan Province in charge of the work of material supply procurement, and also leaders of the relevant sections and offices in charge of material supply procurement. At the meeting, Manager Ai Wen of the material supply procurement center introduced specific requirements of three official documents issued by higher authorities – the Key Points of the Work of Material Supply Management by the Tobacco Industry in 2012 issued by the State Tobacco Monopoly Administration, the Key Points of the Work of Material Supply Management by China Tobacco Yunnan Industrial Co., Ltd. in 2012, and the Guiding Opinions on the Work of Procurement of Non-Tobacco Material Supplies by China Tobacco Yunnan Industrial Co., Ltd.; introduced personal changes of the leadership group in charge of the work of material supply procurement of Hongta Group; and submitted the changes to the leadership of Hongta Group for approval. The meeting reviewed and adopted the Measures for Executing Procurement of Tobacco Machinery Spare Parts and Components and Non-Tobacco Material Supplies; and approved measures for the procurement of tobacco material supplies, mechanical and electrical equipment spare parts and components and non-tobacco material supplies. The meeting reviewed and adopted lists of human resources with the bases of experts on mechanical and electrical equipment spare parts and components, logistics, and tender invitation and procurement of material supplies for leaf tobacco redrying and packaging, coal, and material supplies for advertising and sales promotion; and reported results of tender invitation and procurement of tobacco materials and feedback on the relevant auditing and inspection in the year 2012. The meeting also made it clear that the work of procurement of non-tobacco material supplies will be brought under the management of the material supply procurement center; and reached consensus on regulated operation of the work of tender invitation and procurement of material supplies, and on how to do a good job of concentrated procurement of material supplies. Also at the meeting, Zhang Jianhua put forward a package of specific requirements for the work of management of material supply procurement by the procurement center. He required that intense efforts be made to implement the various measures for strengthening basic management, making regulated procurement stricter, focusing energy on lowering costs and increasing efficiency, creating first-rate achievements, promoting the professional quality of human resources, etc, to ensure fulfillment of the task of promoting cigarette production to higher levels.
