China: Hubei Corporation Makes Great Achievements in Scientific-Technological Innovation

Hubei Provincial China Tobacco Industry Corporation in central China's Hubei Province, which doubles as Hubei Provincial Tobacco Monopoly Administration, made great achievements in scientific-technological innovation in 2011, in efforts to promote its cigarette production and marketing in a higher level in accordance with the requirement of the State Tobacco Monopoly Administration. In 2011, the commercial sector of the tobacco industry of Hubei executed 119 projects of innovation, and applied for 29 patents. As a result, it was granted 13 patents and obtained copyrights to 19 computer works. In particular, it executed 56 projects of leaf tobacco science and technology research, making 23 scientific-technological achievements, including three ministerial-level achievements, and was granted two patents for invention, filling up gaps of development in the relevant fields. In the beginning of 2011, the Communist Party group at Hubei Provincial China Tobacco Industry Corporation issued the Outline of Program for the Work of Science and Technology (Innovation) in the 2011-2015 Five-Year Period, and the Measures for Rewarding Scientific-Technological Development, further strengthening the relationship between the tobacco production sector and academic and research institutes. So far, Hubei Provincial China Tobacco Industry Corporation has cooperated with Shanghai Tobacco Group in establishing a joint research institute for the development of famous products of air-cured and sun-cured leaf tobacco; has cooperated with Zhengzhou Tobacco Research Institute, Qingzhou Tobacco Research Institute, Henan Agricultural University and other institutions in jointly executing major exclusive research projects; has cooperated with Zhengzhou Tobacco Research Institute in conducting theoretical proof of the quality styles and characteristics of burley; has managed to promote hierarchical control over standardization in leaf tobacco production; and has formulated and promulgated 11 sets of corporate standards governing leaf tobacco production. Besides, Hubei Provincial China Tobacco Industry Corporation has taken steps to strengthen the development of its information system, and generalize application of the information system in the quality control system, the online order placement system, the information system for physical distribution, the tobacco monopoly management system, the "135" platform, the production safety maintenance system and other key projects.
