China: Yunnan Corporation Successful in Energy Conservation, Emission Reduction in Tobacco Production

Yunnan Provincial China Tobacco Industry Corporation - the operator of the tobacco industry in southwest China's tobacco-producing Yunnan Province - has been successful in energy conservation and emission reduction in operating tobacco production in the 2006-2010 five-year period, with continued success made in the beginning of the 2011-2015 period.

In the 2006-2010 five-year period, the tobacco industry of Yunnan invested a total of 320 million yuan (50 million U.S. dollars) in technological transformation for energy conservation and emission reduction, and executed 273 projects of technological transformation for energy conservation and emission reduction. Speaking to Chinese news media, General Manager Zhu Shaoming of Yunnan Provincial China Tobacco Industry Corporation said, "The rapid growth of economic efficiency by the tobacco industry of Yunnan has been closely related to the work of energy conservation and emission reduction. Our investment in energy conservation also means investment in growth." Through efforts over the past more than two years, HongyunHonghe Tobacco Group in Yunnan - the largest Chinese tobacco manufacturer - has gradually established a system of honoring units and individuals outstanding in energy conservation and emission reduction, achieving favorable results, with the 10 major economic and technological indexes for outstanding achievements in energy conservation and emission reduction all meeting the relevant standards. In the first half of 2011, HongyunHonghe Tobacco Group met 25 of a total of 42 indexes governing the establishment of cigarette factories outstanding in energy conservation and emission reduction, with the up-to-standard rate reaching 59.52 percent. Besides, it ranked among the Top 10 in terms of meeting 26 of the indexes. In particular, it was at the third place in terms of meeting four of the indexes. HongyunHonghe's cigarette factories within Yunnan Province met the average level of the tobacco industry in terms of 28 of the 42 indexes, with the up-to-standard rate reaching 66.67 percent. Besides, they ranked among the Top Three in terms of meeting six of the indexes. In particular, they were at the first place in terms of meeting the index for single-case leaf tobacco cost control in the production of Grade Two cigarettes. In 2010, HongyunHonghe Tobacco Group comprehensively consumed 10.93 kilograms of standard coal in generating every 10,000 yuan (1,600 U.S. dollars) of cigarette output value, significantly below the average level of 19.1 kilograms registered by the whole of China's tobacco industry, which was lower than the 2005 level by 48.78 percent, and which, however, was higher than the target of a 20 percent reduction set by the State Tobacco Monopoly Administration (STMA) for the 2006-2010 five-year period. In 2010, HongyunHonghe Tobacco Group comprehensively consumed 13.77 kilograms of standard coal in producing every case of cigarettes (50,000 cigarettes), significantly below the average level of 18.2 kilograms registered by the whole of China's tobacco industry, which was lower than the 2005 level by 26.08 percent, and which was also lower than the target of limiting the consumption of standard coal in cigarette production to 30 kilograms for every case of cigarettes (50,000 cigarettes) set by the STMA for the 2006-2010 five-year period. Also in 2010, HongyunHonghe Tobacco Group comprehensively consumed 0.35 cubic meter of water in producing every case of cigarettes (50,000 cigarettes), which was significantly lower than the 2005 level by 65.99 percent. In the 2006-2010 five-year period, HongyunHonghe met the requirements of both the national and local environmental protection agencies for the density of major pollutants discharged, with the chemical oxygen demand, the quantity of sulfur dioxide, the quantity of smoke dust, the quantity of tobacco dust and the quantity of wastewater discharged all brought under effective control. In May 2011, Kunming Cigarette Factory of HongyunHonghe basically completed its project of relocation and technological transformation. As a result, Kunming Cigarette Factory has emerged as one of the cigarette factories of China's tobacco industry applying the most advanced technologies and with the largest scale of construction.

At the time of starting execution of the project of relocation and technological transformation of Kunming Cigarette Factory, HongyunHonghe set the target of turning the new Kunming Cigarette Factory into a low-carbon green cigarette-making enterprise. Today, there are advanced energy conservation and emission reduction technologies and facilities everywhere at production enterprises of HongyunHonghe. For example, Honghe Cigarette Factory of HongyunHonghe used to suffer from the problems of heavy consumption of steam, low efficiency, low quality of moisturizing, etc on the part of the 10 vacuum steam conditioners at the processes of leaf tobacco redrying and leaf tobacco cutting. In efforts to solve these problems, the factory has chosen to apply the "four-line-in-three-stage vacuumizing and bottom moisturizing technology" instead of the "three-line-in-two-stage vacuumizing and top moisturizing technology" that it used to apply. As a result, the factory succeeded in lowering the consumption of steam in producing every ton of tobacco by 23.5 percent, with the up-to-standard rate of water content and the return permeability rate of leaf tobacco both going up by some 10 percent.
