China: Chongqing Tobacco Company Tightens Control Over Waste Leaf Tobacco Source from: TobaccoChina Online 09/19/2011 Chongqing City Tobacco Company in southwest China's Chongqing City, which doubles as Chongqing City Tobacco Monopoly Administration, has taken steps to tighten control over waste leaf tobacco, including inferior and discarded leaf tobacco, to prevent possible incomplete scrapping and illegal trading of waste leaf tobacco in violation of law.
In a notice issued recently, Chongqing City Tobacco Company requires all tobacco manufacturing enterprises in Chongqing City to strictly observe the relevant provisions of the Notice of the State Tobacco Monopoly Administration on Strengthening Control Over Inferior and Discarded Leaf Tobacco and Other Tobacco Monopolies. No enterprise or individual will be allowed to provide enterprises or other institutions outside the tobacco industry with any inferior or discarded leaf tobacco under any excuse and in any form.
It provides that all inferior and discarded leaf tobacco that cannot be recycled must be scrapped. Scrapping of waste leaf tobacco can be conducted in the form of burial, burning, etc. Before being transported out of tobacco manufacturing enterprises, waste leaf tobacco must be disposed of through flooding, smashing, etc, to make it impossible to make a use of waste tobacco in cigarette production.
