Altria Client Services spent more than $3.9 million in the second quarter to lobby for the bill that has given the Food and Drug Administration regulatory authority over tobacco products, health care issues and cigarette trafficking, according to an Associated Press report quoting a disclosure form filed on July 20 with the House clerk's office.
