<strong>China: City Communist Party Leader Inspects Tobacco Production</strong>

Secretary Bao Mingshun of the Chinese Communist Party Xuanwei City Committee in Qujing City of southwest China's tobacc-producing Yunnan Province went deep to the villages of Zhongjianhaizi and Duole in Luoshuizhen Township and the villages of Yaoshang, Bomu and Hongyan in Reshui Township of Xuanwei City on June 18, to inspect leaf tobacco production there.

Accompanying Bao Mingshun on the inspection was Xuanwei City Tobacco Monopoly Administration Director Chen Shengdang.

During the inspection, Bao Mingshun conducted on-site verification of the trend of growth of leaf tobacco in fields; asked about the work of transplantation of tobacco seedlings under mulching film in fields, the work of fighting droughts and protecting tobacco seedlings in leaf tobacco production, unified prevention and control of tobacco diseases and pests, etc so far this year; and carefully heard reports given by township leaders and Xuanwei City Tobacco Subcompany on the work of leaf tobacco production.

Bao Mingshun affirmed the achievements made in leaf tobacco production so far this year, and pointed out that 2014 is a year in which the competent authorities concerned at higher levels require strict control over production capacity in leaf tobacco production, adherence to the quality of leaf tobacco production, and maintenance of steady development in leaf tobacco production. Therefore, Xuanwei City should strive to attain the goal of increasing the income of local tobacco growers by means of practical improvement of the quality of leaf tobacco.

Bao Mingshun raised a package of four requirements for leaf tobacco production in Xuanwei City this year:

Firstly, Xuanwei City should firmly keep in mind the conception of increasing output, improving quality, optimizing structure and raising efficiency by means of strengthening field management; should strengthen implementation of technological measures in the work of leaf tobacco production; should guide local tobacco growers to continue doing a good job of intertillage management; and should strive to lay a solid foundation for the work of optimizing the structure of leaf tobacco in the local region that will be started in the near future.

Secondly, Xuanwei City should give priority to well managing the work of disaster prevention and reduction. So far this year, many parts of Xuanwei City have been hit by hailstorms, flooding and other disasters in leaf tobacco production to different extents, and losses to some extent have been caused. Therefore, local grassroots-level units and tobacco monopoly authorities should make overall planning and coordination in striving to minimize losses from disasters, and in protecting the interests of farmers.

Thirdly, Xuanwei City should give priority to well managing the work of capping at appropriate times and rationally leaving necessary leaves.

And fourthly, Xuanwei City should strengthen early stage preparation for the work of leaf tobacco curing. Meanwhile, Xuanwei City should further strengthen technical training of local leaf tobacco curing instructors, lead tobacco growers in the entire city to promote leaf tobacco curing to higher levels, and promote continued improvement of the quality of leaf tobacco produced in the local region to higher and higher levels.
