<strong>China: City Company Meets on Construction of Infrastructure for Tobacco Production</strong>

Qujing City Tobacco Company in southwest China's tobacco-producing Yunnan Province held on February 11 a meeting on the construction of infrastructure facilities for tobacco production in Qujing City for the year 2014, highlighting the great significance of infrastructure facilities construction to leaf tobacco production in the local region.

The meeting pointed out that the execution of projects of construction of infrastructure facilities for tobacco production and projects of construction of water sources will be of great significance to improving conditions for both living and production in the rural areas, helping promoting the development of agriculture, peasantry and the countryside and promoting the local socioeconomic development in Qujing City.

The meeting required that in face of the situation and new requirements of construction of infrastructure facilities for tobacco production in the local region, the tobacco industry of Qujing City should practically well manage the execution of projects of construction of infrastructure facilities for tobacco production and projects of construction of water sources, to further consolidate the basis for developing leaf tobacco production in Qujing City. Specifically, efforts should be made to well manage the work in the following five respects:

Firstly, efforts should be made to change conception, deepen understanding and practically well manage the work of rectification, improvement and technical acceptance. With the work of the State Tobacco Monopoly Administration (STMA) to conduct inspection for technical acceptance of the projects of rectification and improvement of infrastructure facilities for leaf tobacco production in 2012 as an opportunity, efforts should be made to check on the full scale the fulfillment of projects of construction for tobacco production in Qujing since 2005, to ensure truthfulness, effectiveness, procedural regulation and safety of funding of the projects, and to make preparation for the work of audit of construction of infrastructure facilities for tobacco production to be launched by the STMA and the National Audit Office for the year 2014. The work of inspection for technical acceptance at the city and county levels for the year 2013 must be completed by the end of March 2014.

Secondly, efforts should be made to realize a shift of the working style and make taxonomical guidance, to practically well manage the work of starting the execution of projects of construction of infrastructure facilities for tobacco production for the year 2014. The fulfillment of projects of construction of water sources for tobacco production in Qujing must be completed by April 15, 2014. It must be ensured that the work of construction of new curing barns will be fully completed by the end of June, in order that they will be put into operation of leaf tobacco curing in 2014. Qujing City Tobacco Company will further strengthen the fulfillment of production plans and inspection over regulation of funding, will include the use of extensive curing barns newly built into major contents of annual inspection for technical acceptance of infrastructure facilities for tobacco production, and will define results of inspection for technical acceptance as major basis for distribution of plans for the construction of extensive curing barns in the next year.

Thirdly, efforts should be made to strengthen coordination and emphasize practical effects, to practically do a good job of planning for construction of infrastructure facilities for tobacco production in 2015. While steadily promoting application of farm machinery in the fields, use of tobacco clips and curing of scattered leaves, greater importance should be attached to highlighting the three priorities of extensive curing barn construction and use, construction of "Rainbow Cisterns" and construction of small greenhouses for seedlings development.

Fourthly, efforts should be made to strengthen chief responsibility and attach importance to quality, to practically promote execution of projects of construction of water sources. The local tobacco industry should well fulfill the duty of supervision, and give priority to well managing the processes of declaration of projects, renewal of projects, use of funds, etc.

And fifthly, efforts should be made to strengthen study and fully understand the relevant policies, to practically strengthen regulation and management over execution of projects of construction, and to ensure truthfulness, reliability of the quality and safety of funds of projects.

At the meeting, representatives from the departments of production, accounting, audit, corporate management and supervision of Qujing City Tobacco Company respectively delivered speeches on the situation of management of execution of projects of construction of infrastructure facilities for tobacco production and projects of construction of water sources that are related to their departments.
