<strong>China: Provincial Corporation Conducts Preliminary Review of Water Source Projects</strong>

A panel of experts organized by Yunnan Provincial Tobacco Corporation in southwest China's tobacco-producing Yunnan Province conducted on February 10-13 an on-site preliminary review of three projects of construction of water sources for tobacco production in Qujing City – a leading tobacco growing area in Yunnan.

Qujing City earlier submitted initial plans for executing the three projects of construction of water sources for tobacco production, respectively in Shilongju in Xuanwei City, Niujiehe in Luoping City and Baimaqing in Huize City, in 2014.

In conducting the preliminary review, the panel of experts heard reports on early-stage preparation for executing the three projects, including the necessary of execution of the projects, rationality of the planning for the projects, compliance of the projects with policies, obtainment of approval of the projects by higher authorities, and readiness of support funds prepared by local governments for executing the projects. The panel of experts performed on-site verification of the water heads, geology and geomorphology of the projects, plans for engineering tasks for construction, etc.

The panel of experts believed that the governments at all levels in Qujing City had paid heightened attention to the work of submission of initial plans for executing the projects, and had established highly competent taskforces for the execution of the projects. It also believed that the three projects were all of relatively scientific designing, that the estimated cost of construction was basically rational and was in conformity with the policies governing submission of initial plans for executing the projects, that the local governments were highly enthusiastic, that the progression of designing of the projects was rational, that the designing institutions involved were all of highly capable technical human resources, that the designing scheme of the projects were relatively sophisticated, and that all conditions for application for review and approval were met.

To make it easy for the projects to smoothly pass centralized review and approval to be organized by Yunnan Provincial Tobacco Monopoly Administration, the panel of experts required that the designers of the projects further check the relevant data in the initial designing reports, make full preparation for response to all doubts that will probably be raised in review and approval at all levels, accelerate the progression of their work, further make preparation in the initial stage, and lay a solid foundation for future success of application.

It was reported that the initial plans for executing the three projects of construction of water sources for tobacco production in Qujing City in 2014 demand a total investment of 374 million yuan (62 million U.S. dollars), including 313 million yuan (52 million U.S. dollars) in funds for construction extendable by the tobacco industry.
