<strong>China: Provincial Administration Conducts Initial Review of Water Source Project</strong>

A panel of experts with Yunnan Provincial Tobacco Monopoly Administration in southwest China's tobacco-producing Yunnan Province conducted on February 11 initial review of the project of building the Shilongju Reservoir as a water source project for agricultural production, including tobacco production, in Xuanwei City of Qujing City in Yunnan.

The project of building Shilongju Reservoir was submitted for review by Xuanwei City in early 2014.

Accompanying the panel of experts during the initial review of the project were relevant personnel with the water administration and tobacco monopoly administration authorities of Qujing City and Xuanwei City.

Located on the Tuoke Small River in Wude Township of Xuanwei City, the Shilongju Reservoir project has a designed total storage capacity of 1.091 million cubic meters, and will be capable of supplying 1.185 million cubic meters of water annually, with 11.53 kilometers of support pipelines. The total investment in the project is estimated at 92.0611 million yuan (15.09 million U.S. dollars).

When the construction of the project is completed, Shilongju Reservoir will be used for supplying irrigation water for 6,500 mu (433 hectares) of farmland and drinking water for a local population of 6,928, and also 699 head of large animals and 11,485 head of small animals in the three local villages of Qingfa, Fatu and Tuoke.

In conducting the initial review, the panel of experts organized on-site verification at the site of construction of the project, performed comprehensive initial review of the scientificity of the designing of the project, the guarantee of water resources for the project, the functions of the reservoir, etc, and exchanged views with the designers for the project.

The panel of experts, while affirming the work of designing of the project in the early stage of its execution, also pointed out the parts in the designing of the project that require revision or improvement, and put forward its opinions and suggestions for revision or improvement.

For the work of executing the project in a next stage, the panel of experts required the relevant departments to supplement, revise, improve and optimize the designing scheme of the project closely in accordance with the requirements raised in the initial review, and to submit in a timely manner the relevant documentation needed for concentrated review of the project to Yunnan Provincial Tobacco Monopoly Administration, which doubles as Yunnan Provincial Tobacco Corporation, to ensure a complete success of the submission of the project.
