<strong>China: Tobacco Production Infrastructure Construction Project in Huize County Passes Acceptance Test</strong>

A tobacco production infrastructure facilities construction project at the Suoqiao Bridge project zone in Yiche Township of Huize County in Qujing City of southwest China's tobacco-producing Yunnan Province for the year 2012 has recently passed a test for technical acceptance by Huize County government, after busy construction work.

Under the leadership of Yiche Township government, and with subsidies extended by tobacco manufacturing enterprises, the construction work of the tobacco production infrastructure facilities construction project at the Suoqiao Bridge project zone was completed recently. On September 17, Huize County Tobacco Subcompany organized relevant departments to conduct the test for technical acceptance of the project at the county level. The acceptance test was presided over by Deputy Manager Ma He of Huize Couty Tobacco Subcompany, with the participation of representatives from the local tobacco industry, the taskforce for the execution of the project, water conservancy authorities, quality inspection and supervision authorities, designing institutes, construction work supervision authorities, construction companies and the outsourcer.

The designing of the project was organized by the water conservancy research institute of Huize County Water Administration. The project was divided into four packages for construction. As a result of close cooperation and concerted efforts by Party B and all other relevant institutions, the trunk canal of the project was connected to water on April 20, ensuring the supply of water for the major spring plowing in the project zone. So far, the follow-up work of the project has been fully completed, contributing to relatively significantly improving water supply to cultivated land in Suoqiao, Wugu, Qingkou and Zhonghe Villages in the local area.

The taskforce performing the acceptance test conducted on-site verification of both the quantity and the quality of the construction work, checked data on the management of construction work of the project, and heard reports given by the designing institutes, project supervisors, project supervision authorities and Party B. After appraisal, a panel of experts with Huize County Water Administration unanimously agreed to have the project pass the acceptance test, and highly commented on the management of the construction work of the project.

At a meeting on the acceptance test, Deputy Director Qian Lizhang of Huize County Tobacco Monopoly Administration, in the capacity of the representative from the investor in the project, made further requirements for the project, saying that the construction of infrastructure facilities for tobacco production must be to the satisfaction of the owners and the investor, and the work of management and maintenance following completion of construction must be strengthened, in order that the project will be able to generate permanent effects.
