<strong>China: City Tobacco Monopoly Administration Holds Meeting on Construction of Cisterns</strong>

Qujing City Tobacco Monopoly Administration in southwest China's tobacco-producing Yunnan Province, which doubles as Qujing City Tobacco Company, held on April 25 a meeting on the construction of cisterns for tobacco production in the city, in implementation of an irrigation project launched by Yunnan Provincial Tobacco Monopoly Administration, known as Project Rainbow Cisterns.

In efforts to fight a lingering drought hitting southwest China over the past four consecutive years and solve the problem of water shortage in tobacco-growing areas in the city, Yunnan Provincial Tobacco Monopoly Administration has designated Qujing City Tobacco Monopoly Administration to oversee the construction of 20,000 "Rainbow Cisterns" for tobacco production in the city.

The meeting put forward a package of six specific requirements for planning for the execution of Project Rainbow Cisterns and the construction of Rainbow Cisterns in Qujing City in 2014:

Firstly, the scope of planning must be based on the 4 million mu (266,667 hectares) of basic tobacco fields.

Secondly, in keeping with promotion of construction of cisterns in the whole townships across the city, preferential policies shall be extended to hilly and quasi-hilly areas.

Thirdly, the local governments within the tobacco-growing areas must have the determination while farmers there must be of enthusiasm.

Fourthly, county-level tobacco subcompanies must cooperate with the local water resources administrations in ascertaining the local water resources available, and strictly handle the work of designing.

Fifthly, the subcompanies involved in the construction of "Rainbow Cisterns" must fulfill their assignments in a down-to-earth and timely manner, and in accordance with the qualitative and quantitative requirements.

And sixthly, in light of the existence of problems in the inspection and technical acceptance of projects in 2012, the subcompanies must earnestly treat the problems, and complete the work of rectification and improvement in a timely manner.

The meeting also made specific arrangements for the construction of "Rainbow Cisterns", and conveyed and implemented the spirits of a notice of Yunnan Provincial Tobacco Monopoly Administration on doing a good job of planning for the project of construction of infrastructure facilities for leaf tobacco production in 2014, and reported the existence of problems in the city-level inspection and technical acceptance of infrastructure facilities for tobacco production in the city in 2012.

The meeting was attended by all staffers with the capital construction office of Qujing City Tobacco Monopoly Administration, leaders the subcompanies in charge of the construction of infrastructure facilities and directors of the capital construction offices of the subcompanies. Enditem
