<strong>China: Tobacco Subcompany Promotes Construction of Units of Exclusive Bases</strong>

Shizong County Tobacco Subcompany in Qujing City of southwest China's tobacco-producing Yunnan Province practically promotes the construction of units of exclusive high-quality leaf tobacco production and supply bases in the county, in efforts to boost its leaf tobacco production to higher levels.

In 2013, in accordance with the working mechanisms of "joint establishment of exclusive bases, joint management of production, sharing of resources, joint creation of competitive brands and development leading to an all-win situation", Shizong County Tobacco Subcompany is taking steps to deepen cooperation with manufacturing enterprises, keep improving and boosting six existing units of exclusive bases, well do the work of planning and building units of the HongyunHonghe Longqing Exclusive Base with high standards and high requirements, implement the technical requirements for raw materials production for competitive brands, and satisfy the demand of famous brands for the supply of high-quality leaf tobacco.

So far, Shizong County has completed on a full scale the "eight major support tasks" of building tobacco fields, building irrigation systems for tobacco production, building paths in tobacco fields, building leaf tobacco curing barns, purchasing tobacco machinery, building leaf tobacco stations, building tobacco seedlings development farms and establishing disaster prevention systems, leading to obvious improvement of the production conditions in tobacco-producing areas, obvious enhancement of the comprehensive production capacity, and obvious strengthening of the capacity to resist natural disasters.

In a future period of time, Shizong County will strive to realize "five unifications" – the unification of supply of tobacco seeds, unification of supply of tobacco seedlings, unification of tractor plowing, unification of vegetation protection and unification of leaf tobacco curing, to comprehensively boost leaf tobacco production technologies to higher levels, to promote integration of leaf tobacco production technologies and to promote mechanization of major work processes.

The county will realize full-scale coverage of the three organizational forms of major specialized tobacco-growing farm households, family-run farms and tobacco-growing cooperatives. In accordance with the principles of "abiding by law, voluntariness and compensation", the county will actively promote trading in the right to the use of farmland; and will realize information-based management at the processes of weather forecast, tobacco-growing technology, disaster prevention and reduction, tobacco blending and redrying, leaf tobacco production, State purchase of leaf tobacco, etc, to keep promoting accurate management and informatization of production and operation, and to promote leaf tobacco work to higher levels.
