China: New Specialized Cooperative of Tobacco Growers Etablished in Qujing City

Qilin District Tobacco Subcompany in Qujing City of southwest China’s tobacco-producing Yunnan Province held a ceremony on January 28 to unveil the nameplate of a new specialized cooperative of tobacco growers, known as Sanbao Xinglong Comprehensive Service-Oriented Specialized Cooperative of Tobacco Growers, in efforts to strengthen the establishment of specialized cooperatives of tobacco growers in the District.

Jointly unveiling the nameplate of Sanbao Xinglong Comprehensive Service-Oriented Specialized Cooperative of Tobacco Growers were Zhang Zhen, deputy chief of the government of Qilin District, and Zhong Rui, manager of Qilin District Tobacco Subcompany.

At the ceremony, the Charter of Sanbao Xinglong Comprehensive Service-Oriented Specialized Cooperative of Tobacco Growers was adopted, and the members of the executive council and the board of supervisors of the cooperative were elected.

In an address delivered at the ceremony, Zhang Zhen, deputy chief of the government of Qilin District, put forward a package of three specific requirements for the development and operation of comprehensive service-oriented specialized cooperative of tobacco growers in Qilin District:

Firstly, efforts shall be made to vigorously support stable development of specialized cooperatives of tobacco growers. For tobacco monopoly administrative authorities and other competent government departments, they shall further strengthen efforts to guide, support and serve the development of specialized cooperatives of tobacco growers, realize full-scale implementation of policy support to specialized cooperatives of tobacco growers, and actively provide timely, convenient, highly efficient and high-quality service for specialized cooperatives of tobacco growers.

Secondly, efforts shall be made to improve systemic construction of specialized cooperatives of tobacco growers. Specifically, efforts shall be made to actively explore models for the operation and management of specialized cooperatives of tobacco growers, trading in the right to the use of land and provision of service for tobacco growers, innovate ways of organization of leaf tobacco production, vigorously develop operation of moderate scales, and enable specialized cooperatives of tobacco growers to rapidly embark upon the correct path of development and realize sound progress in development.

And thirdly, efforts shall be made to practically give play to the leading roles of specialized cooperatives of tobacco growers.

In preparation for the establishment of Sanbao Xinglong Comprehensive Service-Oriented Specialized Cooperative of Tobacco Growers, Qilin District Tobacco Subcompany managed to actively shift the mode of development of leaf tobacco production, and realize “comprehensive coverage, whole-process provision of service and benefiting of all”, with development of units of exclusive high-quality leaf tobacco production and supply bases as a carrier, and in keeping with progress in the establishment of units of exclusive high-quality leaf tobacco production and supply bases.

The tobacco subcompany adheres to the principles of voluntary participation in specialized cooperatives of tobacco growers, voluntary management and maintenance of facilities of specialized cooperatives of tobacco growers, and comprehensive utilization of specialized cooperatives of tobacco growers.

It has practically well launched various work in the establishment of Sanbao Xinglong Comprehensive Service-Oriented Specialized Cooperative of Tobacco Growers.
