China: Luoping County Tobacco Subcompany Holds Meeting on Leaf Tobacco Production

Luoping County Tobacco Subcompany in Qujing City of southwest China's tobacco-producing Yunnan Province held on November 5 the 2012 annual meeting on the production and State purchase of leaf tobacco in the county, summing up the work of leaf tobacco production and purchase in 2012, analyzing both experience and insufficiency, and making arrangements for tobacco production in 2013.

The meeting pointed out that since the beginning of 2012, Luoping County Tobacco Subcompany, closely in keeping with fulfillment of the development targets of the "ten major projects" of building model zones for demonstrating modernization of modes of leaf tobacco production, has realized rapid joint operations from the top to the bottom levels of the system, has adopted powerful measures, and has overcome negative impacts of climate conditions in the early stage of leaf tobacco growing including low temperatures and insufficient sunshine, fulfilling the annual tasks of leaf tobacco production and purchase on a full scale.

Firstly, both leaf tobacco production and purchase have reached record highs. Historical breakthrough has been made in the scope of production, the total output value and the income of tobacco growers.

Secondly, technical measures for leaf tobacco production have been well implemented. In particular, such technical measures as purification of varieties, film stripping, ditch raising, earthing up, etc have been effectively implemented, leading to overall strengthening of the leaf tobacco production capacity.

Thirdly, obvious progress has been made in the quality of leaf tobacco purchased. Luoping County Tobacco Subcompany has managed to make the standards for leaf tobacco purchase strict, balance the judgment of leaf tobacco in purchase and adhere to the policy of purchase by parts, resulting in obvious improvement of the quality of leaf tobacco purchased.

Fourthly, practical effects have been achieved in the operation of pilot projects. Practical promotion has been made in operating the pilot projects of realizing mechanization in the whole process of leaf tobacco production, which has been fully affirmed by Director-General Jiang Chengkang and Deputy Director-General He Zehua of the State Tobacco Monopoly Administration (STMA) and leaders of Qujing City. The exclusive project of testing and demonstrating different ways of leaf tobacco packing designated by the STMA has been fully completed, which has contributed to providing reliable data for the STMA to further compare and analyze the costs of curing and efficiency of different ways of leaf tobacco packing.

The meeting analyzed problems and insufficiencies existing in leaf tobacco production and purchase so far in 2012, ascertained the causes of the problems and insufficiencies existing in leaf tobacco production and purchase, and put forward ideas and measures for improvement. The meeting made arrangements and planning for the work of leaf tobacco production in 2013. It required a shift of modes of leaf tobacco production, full-scale promotion of the comprehensive level of leaf tobacco production, and maintenance of sustainable, healthy and steady development of leaf tobacco production in Luoping County, closely in accordance with the development target of "building outstanding tobacco production zones, establishing first-rate enterprises and making the tobacco industry of Qujing City outstanding and powerful" as set by Qjing City Tobacco Monopoly Administration, which doubles as Qujing City Tobacco Company.

More than 30 people including the entire leadership of Luoping County Tobacco Subcompany, the chiefs of all the leaf tobacco stations in Luoping County, and the leaders of the various sections and the relevant personnel with the production section of Luoping County Tobacco Subcompany attended the meeting. Enditem
