China: Qujing City Tobacco Company Completes Declaration of Projects of Land Preparation

Qujing City Tobacco Company in southwest China's tobacco-producing Yunnan Province has completed on a full scale the work of declaring its projects of preparation of land in tobacco fields in the city for the 2011-2015 five-year period, in accordance with the instructions of both the State Tobacco Monopoly Administration and Yunnan Provincial Tobacco Administration on strengthening construction of projects of land preparation for tobacco production. Under the leadership of both Qujing City Communist Party Committee and Qujing City government, Qujing City Tobacco Company managed to unify understanding, strengthen leadership and make close cooperation in practically planning the work of construction of projects of land preparation for tobacco production in Qujing City in the 2011-2015 five-year period, in line with the model of planning with government dominance, support by water conservancy authorities and participation by the tobacco industry, and closely in accordance with the targets for transformation leading to the establishment of networks of pipelines, structures of well-defined plots, systems of mutually accessible canals and roads, irrigation systems against possible droughts and systems of drainage in times of flooding. By the end of September 2012, Qujing City Tobacco Company had completed on a full scale the work of declaring to the government its projects of preparation of land in tobacco fields in the city for the 2011-2015 five-year period. In the 2011-2015 five-year period so far, Qujing City Tobacco Company has planned 59 projects of land preparation for tobacco production in 36 townships (or towns) in nine counties (or county-level cities), which will benefit 381,400 mu (25,427 hectares) of farmland and 119,100 farm households in the local region. The costs of the projects are estimated at 737.26 million yuan (117 million U.S. dollars), with 728.96 million yuan (115.7 million U.S. dollars) to be supplied by the tobacco industry in subsidies, and with the remaining 8.3042 million yuan (1.3 million U.S. dollars) to be raised through financing.
