China: Luoping County Speeds up Tobacco Farmland Consolidation

Luoping County in Qujing City of southwest China’s tobacco-producing Yunnan Province has recently taken steps to speed up the consolidation of farmland for tobacco production in the county, in efforts to establish a number of standard tobacco fields with well-established infrastructure facilities that ensure stable yields despite drought or excessive rain. On September 21, Luoping County concluded the process of inviting tenders for the project of consolidating contiguous farmland for tobacco production in Xinzhai District of Agang Township in the county for the year 2012. Execution of the project is expected to be started after completion of the relevant procedures for official review and approval in early October. The project of consolidating contiguous farmland for tobacco production in Xinzhai District of Agang Township will involve farmland in two local villages – Gangde Village and Nieqia Village. In the execution of the project, efforts will be made to improve conditions for road traffic and water drainage in the local area in accordance with the Standards for Land Consolidation and in light of the realities of the project, to establish a number of standard tobacco fields with well-established infrastructure facilities that ensure stable yields despite drought or excessive rain. The project will have a total investment of 28.06 million yuan (4.45 million U.S. dollars), with the funds for construction all stemming from tobacco subsidies. It was reported that in efforts to promote the construction of infrastructure facilities for tobacco production in the local region, Luoping County Tobacco Subcompany, by taking advantage of the opportunity of establishing a leaf tobacco production modes modernization demonstration area in the county, has increased input in the construction of infrastructure facilities for tobacco production in the county, in order to further improve both living and production conditions for local residents in Luoping County as a traditional key tobacco-producing zone.
