China: Tobacco Subcompany Adopts Measures to Regulate Operation of Cooperatives Source from: Qujing Tobacco Company 06/28/2012 Luoping County Tobacco Subcompany in Qujing City of southwest China's tobacco-producing Yunnan Province has recently adopted a package of seven measures to regulate the mechanism for operation of specialized tobacco cooperatives, in laying a solid foundation for regulated operation of specialized tobacco cooperatives in the county.
The adoption of the measures was intended to give better play to the functions and roles of specialized tobacco cooperatives in leaf tobacco production organization and management, comprehensive service and other aspects, and further accelerate the development of a modern tobacco agriculture in Luoping County.
Firstly, the tobacco subcompany has managed to regulate the formulation of rules and systems.
Secondly, it has regulated registration and the allocation of shares, and has managed to regulate the registration of cooperatives with competent administrative authorities for industry and commerce in accordance with the conditions for the establishment of cooperatives prescribed by law.
Thirdly, it has managed to regulate the establishment of the institutional framework.
Fourthly, it has managed to regulate democratic management.
Fifthly, it has managed to regulate the behavior of operation.
Sixthly, it has managed to regulate the management of financial affairs.
And seventhly, it has managed to regulate the distribution of benefits.
So far, Luoping County Tobacco Subcompany has established under it 91 specialized tobacco cooperatives - 72 service-oriented cooperatives and 19 comprehensive cooperatives, with 45,200 members. In each of the townships in the county, there is one service steering office for specialized tobacco cooperatives, in charge of guiding regulated operation of cooperatives, in order that over 80 percent of the tobacco growers in the county will join specialized tobacco cooperatives through development in two or three years, and in order that leaf tobacco production in the county will be covered by specialized service by 100 percent.
