China: County has Infrastructure Projects for Tobacco Production Approved by Experts

Xuanwei County in Qujing City of southwest China's tobacco-producing Yunnan Province had its plan for the execution of three projects of construction of infrastructure facilities for tobacco production in 2013 appraised and approved by a panel of experts dispatched by Qujing City Tobacco Monopoly Administration, which doubles as Qujing City Tobacco Company. After conducting the on-site appraisal of the plan on June 5-6, the panel of experts unanimously agreed that the choice of the site for construction of infrastructure facilities for tobacco production under the plan was rational, that the designing of the projects was based on clear-cut guidelines, that the cost of the projects was rational, and that the designing scheme was in conformity with the requirement of the plan. On the basis of these findings, the panel of experts unanimously agreed to approve the plan in principle. At the same time, the panel of experts required the designers of the projects to make alterations, supplementations and improvements in light of the existence of limitations and incompleteness on the part of the designing scheme of the projects, in order to further improve the plan and the layout of the project. The panel of experts also required the county to submit the plan for final approval at the provincial level in a timely manner. The three projects of construction of infrastructure facilities for tobacco production in Xuanwei County in 2013 are respectively based in Songlin Village in Tangtang Township, Xiaoganhe Village in Reshui Township and Matu Village in Luoshui Township of the county, with an estimated total investment of 98.3758 million yuan (15.62 million U.S. dollars) – 90.5256 million yuan (14.37 million U.S. dollars) in subsidies for tobacco production and 7.8502 million yuan (1.25 million U.S. dollars) in funds raised by the government. The projects are intended to build a two-stage water lifting irrigation station, two pipe networks totaling 209.73 kilometers, 21 water ponds measuring 18,400 cubic meters and 39 paths for mechanized farming measuring 38.31 kilometers, and prepare soil in two sites measuring 17,108 mu (1,140.5 hectares).
