China: Provincial Corporation, Local Tobacco Company Sign Pact on Base Units Development

Jiangsu Provincial China Tobacco Industry Corporation in east China's Jiangsu Province and the Bijie Prefecture Branch of Guizhou Provincial Tobacco Company in southwest China's tobacco-producing Guizhou Province signed in Guizhou's provincial capital city of Guiyang on April 13 an agreement on cooperation in the establishment of units of an exclusive leaf tobacco production and supply base in Bijie Prefecture of Guizhou Province. Present at the signing ceremony were leaders from the raw materials supply departments of both Jiangsu Provincial China Tobacco Industry Corporation and the Bijie Prefecture Branch of Guizhou Provincial Tobacco Company, relevant personnel with the taskforce for executing the project of establishing units of the exclusive leaf tobacco production and supply base, and Manager Chen Wenxiang and other personnel with the Bijie Prefecture Branch of Guizhou Provincial Tobacco Company. Under a framework agreement previously signed between Jiangsu and Guizhou Provinces on long-term bilateral strategic cooperation in the establishment of units of the exclusive leaf tobacco production and supply base, and in light of the requirement of Jiangsu Provincial China Tobacco Industry Corporation for the development of competitive cigarette brands and the leaf tobacco production development planning of Bijie Prefecture, the agreement signed this time follows the principles of "specific orientation of brands development, close coordination between the manufacturing and commercial sectors of the tobacco industry, remarkable quality improvement and long-term stability of supply", adheres to the STMA's model of simultaneous promotion of unified planning for the establishment of units of exclusive leaf tobacco production and supply bases and self-funding by the manufacturing and commercial sectors of the tobacco industry for establishing units of exclusive leaf tobacco production and supply bases, and makes specific arrangements for the definition of brands, regional structure, quality, scale, progress, tasks, measures, division of duties, etc in the establishment of units of the exclusive leaf tobacco production and supply base in Bijie Prefecture. The signing of the agreement was not only in implementation of the spirit of the framework agreement previously signed between Jiangsu and Guizhou Provinces on long-term bilateral strategic cooperation, but also contributed to promoting cooperation between the manufacturing and commercial sectors of the tobacco industry to a higher level.
