<strong>China: STMA Reports Results of Cyclic Use of Cigarette Packing Cases in Q3</strong>

The State Tobacco Monopoly Administration (STMA) – the regulator of China's tobacco industry – issued on October 17 a report on progress in fulfillment of the work of cyclic use of cigarette packing cases by the tobacco industry of China in Q3, and raised new requirements for the work hereof in a next period of time.

The report pointed out that in September, the tobacco industry kept promoting the work of cyclic use of cigarette packing cases, with relatively good results of fulfillment of the relevant work. In the month, commercial enterprises of the tobacco industry returned a total of 7.9999 million cigarette packing cases to manufacturing enterprises of the tobacco industry in the corresponding provinces (including autonomous regions and municipalities directly under the Central Government). In September, the quantity of cigarettes produced by manufacturing enterprises with cyclic use of cigarette packing cases reached a high of 1.3102 million cases (65.51 billion cigarettes).

The report pointed out that in Q3, commercial enterprises of the tobacco industry returned a total of 23.3765 million cigarette packing cases to manufacturing enterprises of the tobacco industry in the corresponding provinces (including autonomous regions and municipalities directly under the Central Government)，the returned rate amounted to 77.43 percent. In Q3, the quantity of cigarettes produced by manufacturing enterprises with cyclic use of cigarette packing cases reached a high of 3.5932 million cases (179.66 billion cigarettes).

In Q3, the proportions of cigarette packing cases returned by commercial enterprises of the tobacco industry in Fujian, Jiangsu, Anhui and Shaanxi Provinces were relatively high, and manufacturing enterprises of the tobacco industry there achieved relatively good results in fulfilling their tasks hereof.

From January to September, commercial enterprises of the tobacco industry returned a total of 59.2079 million cigarette packing cases to manufacturing enterprises of the tobacco industry in the corresponding provinces (including autonomous regions and municipalities directly under the Central Government)，the returned rate amounted to 66.57 percent.

From January to September, the proportions of cigarette packing cases returned by commercial enterprises of the tobacco industry in Fujian, Shaanxi, Anhui, Zhejiang, Inner Mongolia, Guangxi, Hunan, and Shanxi Provinces were in excess of 85 percent. In first nine months, the quantity of cigarettes produced by manufacturing enterprises with cyclic use of cigarette packing cases reached a high of 7.5159 million cases (375.795 billion cigarettes).

The report mentioned that the provincial-level tobacco commercial enterprises in Sichuan, Chongqing, Qinghai, Jiangsu, Beijing, Tianjin and other regions, and the provincial-level tobacco manufacturing enterprises in Shanghai and Shaanxi and other regions have actively conducted the work of cyclic use of cigarette packing cases involving neighboring provincial-level regions, making exploration in gaining experience in launching the work of cyclic use of cigarette packing cases among neighboring provincial-level regions.

The report required that in a next period of time, manufacturing enterprises of the tobacco industry need to promptly make progress in fulfilling the annual tasks of cyclic use of cigarette packing cases. Enditem
