<strong>China: STMA Deputy Chief Inspects Xinjiang Cigarette Factory</strong> Source from: HongyunHonghe Group 09/26/2014 ![]() Deputy Director-General Zhao Hongshun of the State Tobacco Monopoly Administration (STMA) led a delegation to inspect Xinjiang Cigarette Factory of HongyunHonghe Tobacco Group in northwest China's Xinjiang Uigur Autonomous Region on September 11, affirming the development of the cigarette factory, and giving instructions on its future development. The delegation also included STMA Monopoly Department Director Cheng Jiahua and Administrative Office deputy chief Xu Weihua. Accompanying the delegation on the inspection were Chen Yufang, Communist Party of China (CPC) Committee secretary, director and general manager of the Tobacco Monopoly Administration of Xinjiang Uigur Autonomous Region; and Qu Weidong, CPC group member and deputy director of Tobacco Monopoly Administration of Xinjiang Uigur Autonomous Region. Participating in the inspection were HongyunHonghe CEO and CPC Committee Secretary Wu Yi, Board of Directors Secretary Luo Jianhua, Assistant to the CEO Xiao Yaze, and Xinjiang Cigarette Factory leaders Cheng Zhenxi, Bai Jiuchong, et al. During the inspection, the delegation visited the compound of Xinjiang Cigarette Factory, and held talks with workers and staff members of the factory. At the talks, Cheng Zhenxi reported to the delegation the general situation and the situation of production and management of Xinjiang Cigarette Factory in the January-August period. Speaking at the talks, Zhao Hongshun fully affirmed the development of Xinjiang Cigarette Factory, saying that Xinjiang Cigarette Factory, in accordance with the requirement of the STMA for "deepening reform, promoting reorganization, advancing toward association and seeking common development", has not only promoted sales of cigarette products of HongyunHonghe in Xinjiang, but has also done a good job of developing its own Snow Lotus cigarette brand over the past six years since its incorporation into HongyunHonghe, both embodying the development of HongyunHonghe and maintaining its own cigarette brand. In the execution of its project of relocation and technological transformation, Xinjiang Cigarette Factory has set two precedents. Firstly, in relocating itself to a separate city, it set a new precedent for the tobacco industry of China, which is a result of heightened attention from both the leadership of Xinjiang Uigur Autonomous Region and the leadership of the STMA. And secondly, the project of relocation and technological transformation is the sole project of its kind fully financed by the STMA. Zhao Hongshun pointed out that Xinjiang Cigarette Factory needs to understand its particular status and role in both Xinjiang Uigur Autonomous Region and the tobacco industry, enhance its sense of mission in well operating itself, and live up to the expectation of both Xinjiang Uigur Autonomous Region and the tobacco industry about the project of relocation and technological transformation. Xinjiang Cigarette Factory needs to comprehensively promote its management to higher levels, as completion of the project of relocation and technological transformation is only the start of promotion of management to higher levels, according to Zhao Hongshun. Xinjiang Cigarette Factory also needs to make efforts for well meeting the general target of "guaranteeing the annual generation of tax and profits by 8 or 10 percent to a total of 1 trillion yuan (163.9 billion U.S. dollars)" in 2014 set by the STMA, and take fulfillment of the targets for the final year of the 2011-2015 five-year period and the medium- and long-term development targets set by both the Communist Party group at the STMA and Xinjiang Uigur Autonomous Region as a political task that has to be well implemented and earnestly planned, Zhao Hongshun said. Zhao Hongshun also urged Xinjiang Cigarette Factory to make more efforts in the development of the Snow Lotus cigarette brand. Commercial enterprises of the tobacco industry need to actively extend cooperation in this regard, report to the STMA the problems left over from technological transformation and issues concerning arrangement for production quotas, and well solve them in a practical way, Zhao Hongshun noted. Presently, the major tasks are to well build and well manage the support facilities, well guarantee the livelihood of workers and staff members, guarantee sustainable and healthy development of Xinjiang Cigarette Factory, and well exert the positive roles of the enterprise in both the tobacco industry and Xinjiang Uigur Autonomous Region, according to Zhao Hongshun. The STMA deputy chief also urged HongyunHonghe to bring into play its own advantages, and well make efforts to fulfill both its staged and annual targets in accordance with the general development targets of the national tobacco industry.
