<strong>China: STMA Reports Progress in Cyclic Use of Cigarette Packaging</strong>

The State Tobacco Monopoly Administration (STMA) – the regulator of China's tobacco industry – issued a report on March 20 on progress in cyclic use of cigarette package cases by China's tobacco industry in February in light of the assignments for cyclic use of cigarette package in 2014 and progress herein in January, and on requirements for the relevant work in a next period of time.

The report points out that in February, manufacturing and commercial enterprises of the tobacco industry further strengthened efforts for cyclic use of cigarette package cases, with relatively great improvement in general fulfillment of the relevant assignments.

In particular, manufacturing and commercial enterprises of the tobacco industry in such provincial-level regions as Hainan, Inner Mongolia, Shaanxi, Fujian, Shanxi, Zhejiang, Yunnan and Anhui closely cooperated with one another, making relatively rapid progress in the relevant work, and relatively well fulfilling the relevant assignments. They all ranked among the best on the list of manufacturing and commercial enterprises nationwide in terms of recalling and returning cigarette package cases for reuse.

The report mentions that while actively promoting the work of cyclic use of cigarette package cases in the relevant provinces (or provincial-level municipalities and autonomous regions), China Tobacco Yunnan Industrial Co., Ltd., China Tobacco Anhui Industrial Co., Ltd., Shanghai Tobacco Group, Gansu Tobacco Industry Co. and other manufacturing enterprises have actively launched communication and cooperation with commercial enterprises in neighboring regions including Chongqing, Sichuan, Jiangsu and Qinghai in moderately enlarging the scope of regions for recalling cigarette package cases and increasing the quantity of cigarette package cases for recalling, and in actively making explorations for and accumulating experience in cyclic use of cigarette package cases among adjacent provincial-level regions.

The report emphasizes that all provincial-level manufacturing and commercial enterprises of the tobacco industry shall further strengthen communication, make close cooperation and make handovers among them smooth in this endeavor. All manufacturing enterprises of the tobacco industry shall manage to make arrangements for cyclic use of cigarette package cases in cigarette production in an orderly way; shall adopt measures for shortening the cycle of inventories, accelerating the speed of circulation, etc; and shall actively respond to negative impacts brought about by changes of edition of cigarette package case printing on the work of cyclic use.

For enterprises that have been slow in work hereof, they shall further strengthen efforts for promoting cyclic use of cigarette package cases, and catch up with the general work schedule of the tobacco industry as early as possible, according to the report. Enditem
