The county also had a provision whereby if it was found that within the region, if 230,000 cigarettes were not smoked within a certain time span within the county; they were liable to be penalized. This in turn implied that $590,000, worth of income would be generated for the county, simply by the sale of tobacco cigarettes alone. It was ironical that a special task force was established, simply to oversee that this act was carried out within the county region in a suitable manner. The main aim of this task force was to enact the necessary law and enforce their policies so as to ensure that the targeted sale of cigarettes was met on a regular basis.

In an interesting incident, the Chinese aim at increasing the tobacco cigarette sales in a bid to boost the economy took a serious turn wherein a school teacher was penalized for daring to smoke a cigarette brand that was not being manufactured within the county.
