China: STMA Issues Plan for Establishment of Excellent Cigarette Factories

The State Tobacco Monopoly Administration (STMA) – the regulator of China's tobacco industry – issued on October 24 a plan for in-depth launch of activities of establishing excellent cigarette factories across China, in efforts to build cigarette-making enterprises that will be "the first-rate in China and advanced in the world".

The plan stipulates that the activities of establishing excellent cigarette factories shall have met 85 percent or more of the planned targets by the end of 2012, and shall have met all the planned targets through intense efforts by the end of 2013, with one-third of the existing cigarette factories meeting the requirement for qualification as the first-rate cigarette-making enterprises in China; and that one-second of the existing cigarette factories shall have met the requirement for qualification as the first rate cigarette-making enterprises in China by the end of 2014, in advancement toward reaching advanced international standards.

The plan emphasizes that in-depth launch of activities of establishing excellent cigarette factories shall take the construction of the first-rate cigarette-making enterprises as the goal, and shall be promoted in an in-depth way in accordance with the requirement of the task of creating the first-rate achievements in management.

Under the guidance of benchmarking indexes, efforts shall be made to find out where management has lagged behind, in order to promote management of enterprises on a full scale. With first-rate management as a priority, importance shall be attached to management innovation, and energy shall be focused on promoting flexibility of the organization of production, elaboration of production and processing, timeliness of cost control, intellectualization of production control, standardization of production safety standards and strengthening of the management innovation capacity. With the management guide as the criterion, precision management shall be promoted, to strengthen the various aspects of the work of basic management, according to the plan.

The plan puts forward a package of three requirements for in-depth launch of activities of establishing excellent cigarette factories: Firstly, schemes shall be worked out and there shall be meticulous organization. Secondly, leadership shall be strengthened, and importance shall be attached to the practical results. And thirdly, innovation shall be highlighted and promoted steadily.  Enditem
